Europe felt a moment of respite on Monday, as the diplomatic emergency triggered by the introduction of a new 28-article proposal for achieving ceasefire appeared – briefly – to have been defused. A American diplomat spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its retaliation: another massive barrage of aerial bombardment on Kyiv.
The Cycle of Diplomacy and Destruction
The succession of conflicting incidents captured the harsh reality of the current period. By day, diplomatic battles are conducted: positive announcements are issued from different nations. Significant resources is devoted on managing certain initiatives. By night, Russian leadership clearly shows the world that, for them, conflict continues to be the primary tool for achieving "settlement".
Nocturnal Warfare
As military strikes unfolded into the early hours of Tuesday, the present situation of Ukraine's exposure was revealed. Ukraine is equipped to monitor missile launches from Russian territory, a capacity enabled by timely intelligence. From observation points, Ukrainian air force fighter jets that had been dispatched to engage hostile aerial threats flew past – sophisticated military planes delivered to Ukraine by Western partners.
Soon thereafter, Kyiv's air-defence systems thundered: multiple launches targeted at a hostile projectile. This was a modern interception technology at work, probably delivered by allied countries. Every firing creates sudden vibrations, causing tremors. The moment of terror quickly transforms into grim resignation: maybe the hostile projectile won't strike its target this time, preventing destruction from catastrophe and additional electricity failures.
Continuous Dangers
Soon after, a automatic firearm fired at a aerial vehicle somewhere nearby, part of a mobile-fire group – probably allied-provided weaponry. Unfortunately, the projectiles didn't strike the hostile drone – it pressed on overhead toward its destination.
With pauses, this persisted until dawn. Kyiv awoke to the daybreak reports: several casualties, destruction and infrastructure problems in numerous residences as a result of the nocturnal offensive. As customarily, everyone still continued their routines – enduring hostilities. But those entire period encapsulated Ukraine's vital need on international aid – a dependence that neighboring countries are evidently unprepared to substitute in the near term.
Ineffective Peace Efforts
The comprehensive proposal from Washington sparked intense emotion, controversy and serious worry – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after prior negotiation attempts and bilateral conferences.
Every new initiative from US leadership unfolds according to the identical sequence: a political offensive against Ukraine, which Kyiv, with other European capitals, manages to fend off. They stabilise the situation but never actually achieve victory. This pattern will, undoubtedly, endure.
Strategic Calculations
It is easy to blame particular leaders of consistently pushing Kremlin's demands. But that does not seem to be the complete picture. US administration works based on a assumption understood by seasoned negotiators: you cannot achieve through diplomacy what you have been unable to protect through force. The White House believes that it is unfeasible to pressure the Kremlin to abandon the territory that it presently holds in Ukraine's southern or eastern regions.
The issue is that while accepting these circumstances, Washington does minimal to deter Moscow, through diplomacy or military means, from thinking that the current condition will not shift further in its benefit in the months ahead.
Divergent Views
Therefore, Russian leadership is convinced that the clock favors them – that Ukraine and its allies are nearing depletion. Their motivation to accept conditions that does not give them the largest achievable advantage is close to zero. There may be many attempts to achieve ceasefire, but they will continue as long as Russia's leadership remains completely certain in the result.
On the contrary, Ukraine's government believes that Ukraine can still persist, slowly losing people and territory but preventing a total frontline collapse until situations evolve in its advantage.
Present Conditions
Objectively, there are no real preconditions for a ceasefire. Now, personal considerations are entering the equation: political desires to negotiate peace and obtain worldwide acknowledgment, and Ukrainian leadership's twin challenges – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the country's interests against any proposal Kyiv finds unworkable, so that their focus does not switch to internal issues. And although their mission will now be considerably more difficult after current events, it remains highly unlikely that this will modify their basic position.
These two forces are driving the talks.
Assessment and Future
It took a mere seven days to kill the suggested clauses of the current initiative. Assertive and inconsistent approach of the matter by US administration, opposition by Ukraine and the other European countries, along with calming attempts of representatives, and finally, current information leaks, all served their function.
While new proposals based on established approaches are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate certain reluctance to modify developments, if they stand together and improve their protective measures at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the coming months, mainly require continued Western support.
